Punjab has opened Phase IV of the Honhaar Scholarship Program, covering 100% tuition for new and continuing undergrad, HED college, and MBBS/BDS students. Applications close November 9, 2026 -- here's exactly who qualifies and how to apply.

CM Punjab Honhaar Scholarship Phase IV 2026: Eligibility, Deadline and How to Apply

The Punjab government has opened the next round of its flagship undergraduate scholarship program, and this one is worth paying attention to if you or your child is studying in Punjab. On October 19, 2026, Chief Minister Maryam Nawaz launched the next phase of the Honhaar Scholarship Program -- widely referred to as Phase IV -- with online applications open now and closing on November 9, 2026. According to the government's own figures, the program has already supported 160,000 students across 70 disciplines since it began, and this phase extends that support to a fresh batch of students.

If you think you or your child might qualify, here is exactly what the program covers, who can apply, and how to submit an application before the deadline.

    What the scholarship covers

The Honhaar Scholarship Program covers 100% of tuition fees for selected students at participating public universities, public colleges, HED (Higher Education Department) colleges, and a list of partner federal and private institutions. It does not appear to include a separate living stipend -- the benefit is specifically tuition coverage.

    Who can apply: two categories

Phase IV is open to two distinct groups of students, each with its own income and marks criteria.

Category 1 -- students starting their first semester or first year in Fall 2026. This includes students newly admitted to selected disciplines at participating public universities and colleges, public medical and dental colleges, HED colleges, or partner federal/private institutions -- and importantly, first-year MBBS or BDS students who enrolled in 2026 also qualify.

For this category, the monthly family income limit is below Rs. 350,000 for public-sector institutions, and below Rs. 500,000 for partner federal and private institutions. An income affidavit on e-stamp paper is required.

Minimum Intermediate/FSc marks for new entrants are:

    • Public universities and colleges: 70% (Sciences), 65% (Arts)
    • Public medical/dental colleges (MBBS/BDS): 80%
    • Federal and private universities: 70% (Sciences), 65% (Arts)
    • HED colleges: 65% (Sciences), 60% (Arts and social sciences)

Merit for this category is calculated as 30% from Matric results and 70% from Intermediate results.

Category 2 -- continuing students, from second semester/second year onward. This group is limited to eligible public universities and colleges, public medical and dental colleges, and HED colleges -- federal and private institutions are not included for continuing students under Phase IV. The income cap here is below Rs. 350,000 per month, again supported by an e-stamp income affidavit.

Minimum academic standing (GPA, CGPA, or annual exam equivalent) for continuing students:

    • Eligible public universities and colleges: 70% (Sciences), 65% (Arts)
    • HED colleges: 70% (Sciences), 65% (Arts)
    • Public medical/dental colleges (MBBS/BDS): 60%

Both categories share two baseline requirements regardless of income or marks: applicants must hold a Punjab domicile, and there is no age or gender restriction. Meeting the marks and income criteria is not enough on its own -- your specific institution and discipline must also appear on the program's approved participating lists.

    Eligible fields of study

The scholarship spans a wide range of disciplines, including technology and emerging fields (AI/Computer Science, Cyber Security, Data Sciences, Robotics, Space Sciences), engineering and industrial technology, medical and life sciences (MBBS, BDS, Pharmacy, Nursing, Veterinary Sciences), business and management, natural and agricultural sciences, and humanities, social sciences, languages and arts (including Law, English, Urdu, Mass Communication, and Psychology, among many others).

    Documents you will need

Before you start the online application, have these ready:

    • A recent photograph with your face clearly visible
    • CNIC (front and back images)
    • Matric or O-Level equivalence certificate
    • Intermediate or A-Level equivalence certificate
    • Punjab domicile certificate
    • An income affidavit on e-stamp paper (a sample format is downloadable from the portal)

How to apply, step by step

    1. Go to the official Honhaar Scholarship portal at honhaarscholarship.punjabhec.gov.pk and select the login/registration option.
    2. Register using your own valid CNIC, entered without spaces or dashes. Using someone else's CNIC risks disqualification. If the portal says your CNIC already exists, log in instead of creating a new account.
    3. Review the eligibility requirements for your category and download the sample income affidavit so you can prepare it correctly on e-stamp paper.
    4. Fill in your personal details -- admission date, student registration number, discipline, degree title, domicile, family income, and photograph.
    5. Enter your mailing and permanent addresses, followed by your Matric and Intermediate (or equivalent) academic records exactly as they appear on your certificates. Use "Save and Continue" after each section so you don't lose progress.
    6. Upload all required documents, making sure every scan is clear and meets the portal's format and size requirements.
    7. Carefully review every section of your application -- CNIC, personal details, institution, program, marks, income, and attachments -- before submitting.
    8. Click Submit. Simply saving your form is not enough to complete the application. Once submitted, you'll receive a confirmation message and an application ID, which you should save along with a printed or saved copy of your completed form.

    Before you apply

The information above is drawn from the Punjab government's own announcement and from detailed how-to guides published this month, but program rules can be updated by the Punjab Higher Education Commission at any time. Before submitting your application, double-check your eligibility category, your institution's participation status, and the latest document requirements directly on the official portal at honhaarscholarship.punjabhec.gov.pk. With the application window closing on November 9, 2026, it's worth starting the process well before the last few days to avoid any last-minute portal congestion or document issues.
