HEC and the Commonwealth Scholarship Commission have opened applications for the 2027-28 Master's and PhD scholarships in the UK, with a strict October 20, 2026 deadline. Here is what Pakistani students need to know before they apply.

The Higher Education Commission (HEC) of Pakistan, together with the UK's Commonwealth Scholarship Commission (CSC), has opened applications for the Commonwealth Scholarship Programme for the 2027-28 academic year. The application window opened on September 8, 2026, and both the HEC and CSC portals close on October 20, 2026 at 4:00 PM (Pakistan Standard Time). This is a fully funded opportunity to study a Master's or PhD degree in the United Kingdom, and because the timeline is short, students who are interested should start preparing their documents immediately rather than waiting until the final week.

    What the Scholarship Covers

The Commonwealth Scholarship Programme is aimed at students from Commonwealth countries, including Pakistan, who want to pursue postgraduate study in the UK in fields connected to development. For 2027-28, HEC has confirmed 26 nominations for Master's study and 30 nominations for PhD study. Being nominated by HEC does not guarantee a final award — the Commonwealth Scholarship Commission in London makes the final selection — but it is a required first step for Pakistani applicants.

Scholarships are offered under six broad development themes: science and technology, strengthening health systems, promoting global prosperity through economic development, strengthening governance and institutions, building resilience and crisis response, and access, inclusion and opportunity. Applicants should think carefully about which theme their intended field of study fits into, since this is assessed as part of the review.

    Who Can Apply

Eligibility requirements come from both HEC and the CSC, and applicants must satisfy both sets of criteria:

    • You must be a Pakistani or Azad Jammu & Kashmir (AJ&K) national and a permanent resident of Pakistan or AJ&K. Dual nationals are not eligible for this round.
    • There is no upper age limit for applicants.
    • You must not have a second or third division in your most recent (terminal) degree — a first division is required.
    • For the Master's scholarship, you need a 16-year Bachelor's degree in the relevant field of study, with first division.
    • For the PhD scholarship, you need a Master's, MS or MPhil degree representing 17 or 18 years of education, in the relevant field, again with first division.

HEC has also said it is targeting at least a 45% female nomination ratio, so female applicants are particularly encouraged to apply.

    The HAT Test Requirement

Applicants need a valid score from the HEC-administered HAT (HEC Admission Test) or an equivalent accepted test, with a minimum score of 60 out of 100. Tests taken on or after October 25, 2024 are accepted, so students who already sat a qualifying test in the last two years do not need to retake it before applying — but they should confirm their specific test category (I, II, III or IV, depending on discipline) matches what is required for their intended programme.

How to Apply — Two Separate Portals

This is the step students most often get wrong: applying to only one portal is not enough. You must complete two separate applications:

    1. Commonwealth Scholarship Commission (CSC) portal — CSC Central, the UK-based system.
    2. HEC portal — scholarship.hec.gov.pk, under the "Learning Opportunities Abroad" section.

Both applications must be submitted, not just saved as drafts, before the October 20, 2026 deadline. HEC has explicitly warned that incomplete applications left in "not submitted" or "saved" status will not be accepted or considered — so don't leave your submission until the last hour in case of technical issues on either portal.

    Timeline After You Apply

According to HEC's published schedule, results of the nomination and selection process are expected around July 2027, with successful scholars expected to begin their studies in the UK in September or October 2027. That is a long wait after applying, so students should continue with their current studies or work plans in the meantime rather than pausing them in anticipation of an award.

    Practical Tips Before You Submit

    • Start collecting your degree transcripts, transcripts showing division/grade, HAT scorecard, and a clear statement connecting your intended research or study area to one of the six development themes well before the deadline.
    • Double check that your intended field of study and your CV are consistent across both the CSC and HEC applications — reviewers on both sides will be reading the same story from two different portals.
    • Because hard copies are not required unless specifically requested, don't waste time couriering documents — focus on getting the online submissions complete and correct on both portals.
    • If your most recent transcript shows anything below first division, review the eligibility criteria carefully before investing time in an application, since HEC has stated this requirement clearly.

With the deadline just weeks away, the biggest risk for most students is running out of time to gather the right documents, not a lack of qualification. Pakistani students who meet the academic and division requirements and are serious about postgraduate study in the UK should treat October 20, 2026 as a hard stop and aim to have both applications submitted at least a few days early.
